BANGLADESH-BOUND RAILWAY TRAFFIC

Practical Commercial working, inter-divisional handover, Letter of Credit, weighment, charges and the Ranaghat Joint Working Procedure. Working reference dated 30 October 2026; not an official Railway order. Verify applicable later amendments.

Document control: Working reference • 30 October 2026 • Eastern Railway / interchange coordination • Draft for operational review

Purpose: Enable Commercial, Operating, weighbridge and border-interchange staff to complete charge

assessment, LC/RR checking, documentary compliance and handover communication early enough to

prevent avoidable detention of Bangladesh-bound rakes.

Critical distinction: Provisions reproduced from identified Railway Board documents and the Ranaghat

JPO are marked as sourced instructions. Improvements proposed by CAiR are labelled recommended

workflow, not a newly imposed rule. Check later amendments, live FOIS restrictions, and

competent-authority orders before operational use.

1 | ROUTE-WISE PREVENTIVE HANDOVER PRINCIPLE

Traffic / interchange corridor

Receiving Railway / division

Recommended pre-handover Commercial readiness

BEN / DSN Sealdah Division / onward Ranaghat interface

Obtain final weighment particulars, verify RR/V6, assess undercharge and other dues, prepare handover advice and immediately communicate pending exceptions.

RIP Malda Division / onward interchange

Complete or promptly coordinate lawful pre-handover assessment, undercharge recovery and complete documentary forwarding.

BLE / CHLT Northeast Frontier Railway / onward interchange

Forward verified charge, weight, LC, RR and customer documents with explicit exception escalation before handover.

Recommended control: Commercial formalities should, as far as legally and operationally practicable,

be completed before handing over the rake to Sealdah (BEN/DSN), Malda (RIP), or NFR (BLE/CHLT). The

purpose is to prevent avoidable detention at short-notice border approaches. This recommendation

does not itself authorise withholding a train, delaying safe movement, inventing charges, or overriding

Operating instructions.

2 | PRACTICAL WORKFLOW: FROM INDENT TO BORDER

STAGE A — BEFORE REGISTRATION AND SUPPLY

Verify LC is entered and uploaded in FOIS e-RD; confirm customer / bank / beneficiary, validity,

commodity, via route and quantity; ensure physical LC and electronic details agree. Under the

08.12.2022 clarification, the nominated terminal/proxy goods staff must tally the details and the

division must record its go-ahead before linked indents are treated as live. Do not bypass FOIS

safeguards. [S1–S4]

STAGE B — AFTER LOADING AND BEFORE RELEASE

Record actual loading completion and loading memo time; confirm RR generation and correct

destination/route, LC reference, wagon composition, applicable Bangladesh PCC, chargeable weight and

applicable charges. Ensure loading/weighment details and supporting V6 can be promptly retrieved. If a

nominated enroute weighbridge is unavailable, arrange verified alternative weighment through

authorised Operating/Commercial channels; do not treat estimated figures as final weighment.

STAGE C — WEIGHMENT, ASSESSMENT AND CUSTOMER COMMUNICATION

On receipt of final weighment, examine per-wagon overloaded/underloaded observations, applicable

load adjustment, punitive/undercharge provisions where actually attracted, and relevant detention

charges. Issue demand advice and obtain recovery or competent-authority instructions before the

transfer point wherever feasible. Document discrepancies and forward live status, not an unverified “nil

dues” statement.

STAGE D — HANDOVER AND BORDER

Share complete handover advice with receiving division and nominated border Commercial staff:

train/rake ID, RR number/date, FOIS identity, LC reference, memo time, wagon count, route, weighment

station/time, verified weight, undercharge/demand number, payment or outstanding position, Customs

papers and responsible contact. Confirm acknowledgement; maintain a timestamped exception log.

3 | RANAGHAT JPO: MANDATORY BORDER-SIDE CONTROLS

Source: Eastern Railway, Sealdah Division, No. CG-8/RHA/Pt.1/JPO, dated 04.02.2020, jointly signed by

Sr.DCM and Sr.DOM. It expressly says the JPO does not supersede extant inter-dominion rules. [JPO]

Commercial responsibility: GSS/NH is in charge of the Commercial office dealing with Bangladesh traffic

at Ranaghat. Trains Office/RHA formally advises rake particulars, including V6 and weighment sheet.

Where a Border Station Invoice is absent, the customer supplies a legible RR copy for FOIS and

documentary reconciliation. [JPO 1–6]

Customs and charges: Trains Office/RHA communicates the time offered for Customs examination and

time examination is completed; Commercial Office/RHA calculates applicable special detention charge

and serves demand notice. All payable dues must be cleared and formal advice given to SM/RHA. The

JPO directs SM/RHA not to permit onward movement from Ranaghat for Bangladesh until all payable

charges are collected. [JPO 7–11]

Accounting: Maintain Special Goods Outward Book and debits/credits; collection through Ranaghat

Booking Office with credit advice to GSS/NH; required MCDO/ST-5 statements, monthly TET balance

sheet and NH Goods Balance Sheet reconciliation; report simultaneously in TMS balance sheet as

required. [JPO 12–17]

Recommended improvement: Earlier-district assessment must support—not replace—the JPO’s final

verification, demand and SM clearance at Ranaghat. Pre-advice the receiving staff to minimise delay

once the rake arrives.

4 | LC AND E-RD: HOW THE INSTRUCTIONS EVOLVED

Dated document Staff-significant direction

04.03.2022, Addendum 3 to e-RD/2019/0 (operative 01.04.2022)

LC details required for Bangladesh indents; one LC may support several indents within tonnage; generally multiple LCs cannot support one indent; physical LC before loading; WRF ₹2 lakh/rake; customer-attributable Customs detention charge.

29.03.2022 letter Transitional direction for indents existing at initial rollout; historical deadline 31.03.2022, not a present recurring requirement.

19.05.2022 letter Special exception: multiple LCs may be linked to one indent for motor-vehicle traffic to Bangladesh.

08.12.2022 Corrigendum 4 + clarificatory letter

Commodity and via route are mandatory LC details; nominated goods staff checks uploaded LC; division go-ahead makes indents live; prescribed revalidation/expiry and WRF consequences.

17.01.2023 reiteration Board warns against permitting live indents or rake placement without the prescribed LC tally and system checks.

Applicability caution: The 2022 Addendum expressly uses the words “in supersession of all earlier

instructions” regarding the LC submission process, but its later corrigendum modifies specified

paragraphs. This does not imply that unrelated Bangladesh rates, PCC orders or border JPOs were all

superseded. [S1–S5]

5 | LC DESK CHECKLIST

□ Check LC number, issuing bank, issue/expiry dates, beneficiaries, commodity and via route against uploaded LC and original physical LC.

□ Confirm unutilised tonnage after movement against the same LC by other modes, and total indented tonnage; do not exceed authorised quantity.

□ Confirm the nominated goods staff’s verification and divisional “go ahead” in e-RD; a dormant indent is not treated as live.

□ Where LC expires before wagon supply, follow revised LC revalidation and FOIS workflow; original and revised LC attributes must align except permitted validity changes.

□ Apply the motor-vehicle multiple-LC exception only to its stated traffic category, not to ordinary goods indents.

foisai.com RULES ✦ EVIDENCE ✦ INTELLIGENCE ✦ DECISION

□ Record a mismatch and escalate; do not silently edit immutable LC fields or bypass checks.

6 | WEIGHMENT, PCC, UNDERCHARGES AND DETENTION

Bangladesh PCC: Check the latest applicable wagon-specific Bangladesh PCC order and corrections,

rather than automatically applying domestic CC+4/6/8 capacities. The archive contains PCC-related

circulars (e.g. RC-108/2007 and RMC/PCC/2015 corrections), but many are scanned; precise current

wagon tonnages are therefore not certified by this review.

Pre-handover undercharges: Once verified weights and applicable route-specific rates are known, issue

charge assessment and a clear demand/recovery status. If weighment occurs enroute after loading or

close to interchange, immediately transmit details digitally to the receiving division and border

Commercial staff, with named accountability for subsequent collection. Do not delay a rake merely to

cure an administrative communication failure except where lawfully required.

Detention: The 04.03.2022 instruction provides detention charges at demurrage-equivalent rate for

Customs detention caused by LC discrepancy or another customer-attributable cause. The Ranaghat

JPO requires formal Customs timing communication and recovery of due charges. Do not assume every

delay is chargeable, or that any particular free-time concession applies without checking the relevant

current authority. [S1, JPO]

7 | HISTORICAL DUMP TERMINAL PROVISIONS — NOT AN OPERATIVE CHECKLIST

Historical circulars provided for development/use of dump terminals at Dankuni and Malda in the older

BCX wagon / transhipment arrangements before onward carriage. They are retained in RailAcharya for

context but excluded from the present workflow recommendations. Reference note: Provisions were

made for constructing dump terminal at Dankuni and Malda.

Do not confuse: The Railway Board letter of 12.12.2023 governing traffic through Nischintapur Dump is

route-specific and states explicit booking, transhipment, terminal-charge and free-time rules for that

corridor. It should not be indiscriminately applied to BEN/DSN/RIP/BLE/CHLT traffic. [S6]

8 | SUGGESTED STANDARD INTER-DIVISIONAL HANDOVER ADVICE

Field Required entry / documentation

Accountability Sending Commercial supervisor; receiving Commercial contact; SM/control communication; timestamps and acknowledgment

Suggested message to customer: “Please arrange LC, invoice and all applicable Customs documents

sufficiently in advance and coordinate with the nominated Customs/CHA representative. Any

discrepancy or unpaid charge may affect clearance and may attract charges where the applicable

instructions so provide.”

9 | SOURCE REGISTER AND VERIFICATION STATUS

Readable originals specifically checked in the 82-file export: [S1] 050/080, Addendum No.03, dated

04.03.2022; [S2] 067/073, letter dated 29.03.2022; [S3] 070/075, motor-vehicle LC letter dated

19.05.2022; [S4] 051/081 and 072/077, Corrigendum 4 and clarification dated 08.12.2022; [S5] 078,

reiteration dated 17.01.2023; [S6] 079, Nischintapur guidance dated 12.12.2023. Separate: [JPO] JPO

BDR.pdf, Sealdah Division, 04.02.2020.

Evidence limitation: 82 archive PDFs were inventoried; most historical rate/PCC/dump PDFs are image

scans without extractable text. Accordingly, this handbook does not claim clause-by-clause

confirmation of all 82 files or comprehensive verification of later supersession. Some exported file

entries have different archive IDs but repeated content. This draft deliberately avoids unverified figures

and present-tense legal conclusions.

Approval control: Before staff deployment, have the competent Railway Commercial/Operating

authority review the route mapping, current circular status, charge rules, Customs free time,

weighment points and operational handover instructions. This CAiR reference is not an official Railway

order.
